Lucie is a former Senior Assistant Deputy Minister in the Department of Foreign Affairs and served as Ambassador to Rwanda in 1995, included in an illustrious diplomatic career as Canadian High Commissioner to India, South Africa and Kenya. Her career was highlighted when she received the Public Service Award of Excellence, the Government's highest award.
